That is strange indeed. It may be because of the .hqx format. Try control-clicking the download link and selecting "Save Link as..." (varies by browser) in order to download it.
You'll also need StuffIt Expander to unarchive PixelToy. The reason it's in this antiquated format is because PixelToy also runs natively on pre-OS X Macintosh operating systems.

StuffIt Expander no longer required

PixelToy is now a standard disk image, as of version 2.8. Nothing weird required.
